Summary of Resolutions & Positions

This summary is only an overview of current resolutions and position statements adopted by the Idaho PTA since 1990. Health and Safety

Bullying 11/05 (R) Idaho PTA supports policies and programs that address the prevention, intervention, and elimination of bullying which include, but are not limited to cyber, physical, emotional, and psychological bullying.

Lifetime Probation of Level III Sexual Offenders 11/05 (R) Idaho PTA recommends life-time probation of Level III sexual offenders.

Parent Notification of Sexual Offenders 11/05 (R) Idaho PTA will work to encourage school districts to inform parents about the "Sexual Offender Registration Notification and Community Right-to-Know Act".

Childhood Obesity 11/05 (R) Idaho PTA will promote the healthy eating habits among children and youth and will support the inclusion of parents and other in determining the use and products of vending machines.

Reducing Environmental Tobacco Smoke 4/2003 (R) Idaho PTA supports legislation banning smoking in public places and educates parents and the public on the negative effects of second hand smoke on children?s health and learning.

Speeding in School Zones 4/2001 (R) Idaho PTA support legislation to increase the fine for speeding violations in school zones

Improving Immunization Rates 4/99 (R) Idaho PTA work to educate parents and the community that children need to be immune by their second birthday to be adequately protected against childhood disease.

Child Passenger Safety 4/98 (R) Supports education of parents and guardians to me dangers of nonuse of passenger safety restraints for children under the age of twelve. It also seeks change in current Idaho law to increase the current fine structure for non-use of passenger safety restraints for children up to twelve years old.

Concert Safety 4/97 (R) Addresses the need for regulations to control festival seating, mosh pits and stage diving to help ensure safe concerts.

Balloon Safety 4/97 (R) Provides for more awareness of the choking dangers of latex balloons. Deaths occur when children are allowed to play with balloons given to them as toys at parties, parades, fairs, and even by family members, doctors and dentists. Corporal Punishment in the Schools 4/95 (R) Promotes education on the dangers of corporal punishment in schools, and also urges the ban of corporal punishment in schools except in cases of self protection.

School Crossing Safety 11/92 (R) Calls for improved safety at school crossings by installing flashing yellow lights, providing adult crossing guards and or educating the community about high traffic areas.

Sexual Abuse in the Public School System 11/91 (R) Encourages a law that would protect individuals from liability when testifying about sexual abuse. Urges that a statewide background check be required for all school and community personnel.

Offer Breakfast in Schools Not Participating 11/91 (R) That the Idaho PTA support legislation that would require districts to offer breakfast in schools that receive Chapter I funding.

Preschool Vision Screening Program 10/90 (R) Urges a vision screening program be provided for preschool children.

Parent Involvement

Parent/Guardian Responsibility 11/04 (R) Seeks to make it an infraction, enforceable and punishable by law for parents or guardians to knowingly withhold education from minor children.

Parents as Children's First Teachers 4/98 (PS) States me importance of parents as each child's first teacher and early parent involvement.

Parent Involvement in Site-Based Shared Decision Making 4/95 (R) Promotes the involvement of parents, students, and community members to team up with school staff in formulating a "School Accountability Report Card" and sharing in the decision-making process.

Parent Involvement 4/95 (R) Encourages parents to volunteer in schools and take advantage of training programs. Urges local school boards to develop a Parent Involvement Policy, which would involve parents in meaningful ways.

Reinstate Bi-annual Parent-Teacher Conferences 11/91 (R) Calls for school administrators to offer at least two parent-teacher conferences during the school year.

Public School Funding

Public Funds for Public Education 11/07 (PS) Idaho PTA opposes using tax dollars to finance vouchers or tax credits for private and religious schools.

Additional Public School Funding 11/05 (PS) Idaho PTA supports additional public school funding through various sources including, but not limited to, an increase in state sales tax.

Funding for Increased Graduation Requirements 11/05 (R) Idaho PTA will work to ensure that the Idaho Legislature provides adequate funding to local schools and districts before any rules or requirements are adopted or established.

Idaho School Trust Lands And Idaho Public School Endowment Fund 11/04 (R) Idaho PTA shall encourage the State Board of Land Commissioners, the Endowment fund Investment Board, the Idaho Department of Lands and other State Officials to take all necessary steps to manage the School Trust Lands and the School Endowment Fund in accordance with trust duties and principles, including undivided loyalty to the beneficiaries, a duty to make Trust property productive, a duty to keep and render accounts, and a duty to exercise prudence and skill in administering the Trust thereby obtaining revenue for Idaho?s public schools

Property Tax Replacement Cap 11/2003 (R) PTA oppose the continuance of the property tax replacement fund cap enacted by the 2003 Idaho Legislature and calls on the 2004 Legislature to repeal that cap in order to ensure important educational programs and opportunities will not be lost to Idaho?s students.

State Support for School Facilities Needs 11/2003 (R) PTA request the Idaho Legislature to remove the supermajority requirement for passing bond levies for the building and maintenance of school facilities; the Idaho PTA request the Idaho Legislature to repeal the Constitutionally Based Educational Claims Act (CBECA), Idaho Code §§ 6-2201 through 2216, in its entirety, including the amendments made to it by House Bill 403aa, now codified in part as Idaho Code § § 6-2213, 2214, and 2215

Responsible Expenditure of Public education Funding 4/2003 (PS) PTA supports appropriate levels of funding for public education and responsible spending. Programs should be research based and should improve student achievement.

Implementation of the Gifted and Talented State Mandate 4/2000 (R) Support allocation of sufficient funding to meet state gifted and talented mandates.

School District Bond Elections 4/98 (R) Supports legislation establishing the passage of school bonds with a 60 majority when held in conjunction with a regular election date.

Lottery Funds for Education 4/97 (R) Encourages all of the Lottery proceeds to go towards education.

Impact Fees for Education 4/97 (R) Calls for real estate impact fees to help defray cost for schools due to dramatic growth in population.

State Funding for School Facilities 4/96 (R) The Idaho PTA requests the Idaho Legislature to Implement a one cent sales tax increase to generate revenue for school facilities.

Quality of Education

Early Childhood Education and Development 11/07 (PS) Idaho PTA supports effective early education development programs for children from birth to age five that are adequately funded, devlopmentally appropriate, and coordinate comprehensive services for young children and their families.

Graduation Requirements 11/05 (R) Idaho PTA will support course and graduation requirements that prepare the students to be an intelligent people and citizenry, are available and open to each Idaho public school, and that have adequate academic support to ensure successful completion of the required course of study.

Physical Education Requirements 11/05 (R) Idaho PTA will support requiring Physical Education in Elementary, Middle/Jr. High School and High Schools in Idaho.

Public Charter/Virtual Schools 11/05 (PS) Identifies the criteria that public charter schools must and must not meet for Idaho PTA support. The criteria covers accountability, health and safety, discrimination, parent involvement, evaluation, and funding.

Formation of a Public Charter School 11/04 (R) Idaho PTA will seek legislation requiring public charter schools to accomplish all of the following; improve student learning, increased learning opportunities, expanded choice for parents and students.

Accountability with Evaluations 4/2001 (R) Idaho PTA encourages increased accountability in the evaluation process of employees in public schools.

Achievement Standards 4/2001 (PS) As advocates for all children we question the future implications of high stakes testing

Credit by Demonstration of Proficiency 4/2001 (R) Idaho PTA urge local school districts and the State Board of Education to adopt policies that allow credit by demonstration of Proficiency.

Parental Permission to Show Movies at School 4/00 To help educate parents on movies shown in our public schools and also allow parents / guardians input and permission on the movies shown in our public schools.

Parental Permission for Student Dropout 4/00 Support legislation that would require written permission from a parent or legal guardian for their student to drop out of school.

Reading is Every Child's Birthright 4/99 (R) Supports the goal that every child will be reading at grade level by the end of 3rd grade. Encourages parents to utilize intervention programs that provide literacy skills for children and or training for parents or guardians.

Offering Kindergarten 4/98 (R) Supports legislation requiring school districts offer Kindergarten.

Elect State Board of Education 4/97 (R) Promotes a new system being adopted nationwide where the state superintendent would be hired by an elected state school board that would represent the people of geographical districts of me state.

Character Education 4/97 (PS) Supports the addition of character education in schools.

School Facilities Needs Assessment 4/94 (R) Supports the statewide School Facilities Needs Assessment Committee's proposal, which would improve existing buildings and provide additional facilities to ensure quality public education in Idaho.

Establishment of Comprehensive Public School Library Programs. Including Professional School Librarians 11/91 (R) Commits to support a comprehensive program of public school Libraries that are adequately staffed by professional school librarians.

Substance Abuse

Furnishing Alcohol to Minors 11/07 (R) Calls for increased inspection and invstigation efforts as well as increased penalties for individual or establishments convicted of furnishing alcoholic beverages to minors.

A Drug Free Idaho 4/99 (PS) Idaho PTA is committed to supporting programs that will help to involve and educate our parents, children, and community in the dangers of substance abuse.

Tobacco Settlement Funds 4/99 (R) Supports efforts to secure tobacco settlement funds to be used for public health concerns, especially for the health and welfare of children.

Tobacco Regulations Affecting Youth 4/97 (R) Promotes legislation that will prevent youth access to tobacco products by placing them behind the counter, prohibiting vending machines and restricting marketing and promotions targeted at children.

Smoke- Free Public Schools 4/94 (R) Supports policies that would require every public school to be designated a smoke-free environment. Idaho PTA promotes training about me health risks of tobacco use and inhaling secondary smoke.

Substance Abuse and its Prevention 10/90 (R) Encourages education programs, staff training for early identification and stronger penalties to help achieve drug free schools.
